(MD. CODE ANN. EDUC. (2016) § 1-101 (k))

Md. EDUCATION Code Ann. § 10-101(g) “Elementary and secondary education” means education and programs of education from and including preschool through the end of high school and their equivalent.

COMAR Title 13B.01.01.02B (16) "Institution of higher education" means an institution of post-secondary education that generally limits enrollment to graduates of secondary schools, and awards degrees at either the associate, baccalaureate, or graduate level.

COMAR Title 13B.07.01.02B(2)(a) "College" means a public community college or regional community college authorized to operate in Maryland.

COMAR Title 13B.07.01.02B(6)(a) "County" means: A political subdivision of the State that supports a community college under Education Article, §16-201, Annotated Code of Maryland.

The University System of Maryland (USM) is the state's public higher education system. It is an independent agency created in 1988 and given responsibility for the planning, supervision and coordination of Maryland's postsecondary education system. (COMAR Education Article, §§10-207, 11-105).

Aid to Community Colleges - (Education Article, §§11-105(c) and 16-305). The Commission (MHEC) administers the formula-based aid program that provides State funding to community colleges. The John A. Cade funding formula for community colleges is calculated based on 25% of the State aid per full-time equivalent student at selected four-year public institutions times the number of community college students. Due to budget constraints, the percentage was decreased to 23.1% for FY 2003 and FY 2004 and 24% for FY 2005. It is scheduled to revert to 25% in FY 2006. The community colleges also receive State funding through a number of grant programs.

Md. <stepDesc>By early summer of 2012, the Prince George’s County Board of Education decided to relocate or combine five schools in the coming school year (2012-2013). Oakcrest Elementary School will close, with its students attending Highland Park Elementary. The Judith P. Hoyer Montessori School will move into the former Oakcrest Elementary building. The John Hanson French Immersion School will move into the G. Gardner Shugart Middle School building. The students of Bradbury Heights Elementary who had been in Shugart Middle School will return to their original school building. Finally, EXCEL Academy Public Charter School will move into the former Matthew Henson Elementary School building. Due to recent information from the PGCPS, all proposed school points have been removed, as they were out of date and not being maintained. A notation has been added to the names of Oakcrest, Hoyer, Hanson, Bradbury Heights, and EXCEL marking their future change in status. These will be updated further prior to the start of school.</stepDesc>

<stepDesc>Updated the school enrollment data per the September 30, 2013 annual enrollment report. This year the report did not include Utilization values, so these values were calculated as described under the description for the Percent_Utilization field. Note: the following schools have full-day prekindergarten in 2013-2014 - Andrew Jackson Academy, Barnaby Manor Elementary, Bradbury Heights Elementary, Carole Highlands Elementary, Cora L. Rice Elementary, Port Towns Elementary, Suitland Elementary, William W. Hall Academy. Further, the Early Childcare Centers (Chapel Forge, Frances R. Fuchs, and H. Winship Wheatley) have part and full-day prekindergarten classes. An estimation of half of the prekindergarten students being in the full-day classes was used to compute the utilization rate. Other updates include the addition of new schools (Prince George's Community College (John Eager Howard, Skilled Trades Center, and Westphalia Training Center), Chelsea School, Genesis Christian Day School - Clinton, Genesis Christian Day School - Landover), the removal of others (Tabernacle Learning Center, Kiddie Academy of Greenbelt, Genesis Christian Day School - Oxon Hill, Genesis Christian Day School - Temple Hills, Faith Baptist Christian School, Area Offices (Ammendale Road, Gwynn Park, TurnAround Schools, and Highland Park), the relocation of schools, and changes to addresses, ZIP codes, contact numbers, BASELP status, grade levels, and names. </stepDesc>

<stepDesc>Reviewed and updated the names, locations, and contact information of the county's public and private school facilities. The PGCPS administrative offices and non-educational facilities previously included in this layer have been removed. Their presence was inconsistent with the purpose of the layer, e.g. to provide location and enrollment information of actively-operating schools. Also, per the definition of a "private school" in the county code, private schools offering instruction at the pre-school level or older are now included in this layer. Previously, only private schools offering kindergarten or older were included. Note that the code's term "nursery school" is interpreted to mean "pre-school", which typically has a curriculum designed to prepare three to five year olds for kindergarten. This is in contrast with a day care or child care facility, which provides supervisory care on behalf of the childrens' parents and prioritizes social activities over academic training. The public pre-K program is analogous in its academic emphasis, though it is designed to help children in particular need.
In the same way, private schools offering "any program of trade, technical, professional, or artistic instruction" are now included in this layer, notably with the addition of private career schools and dance schools.
Finally, new fields with information from the PGCPS's Educational Facilities Master Plan FY 2017 and the PGCPS's 2012 Updated Facility Condition Assessment Final Report are now in this layer. These fields contain school site acreage, facility square footage, condition, date of evaluation, and utilization figures. Further, the values in the School_Type and Class fields were changed to more closely match those used in the Educational Facilities Master Plan.</stepDesc>

<attrdef>A numerical value representing the number of students the Maryland Interagency Committee on School Construction, or its designee, has determined for an individual schools physical capacity to enroll, as cited in the annual September 30th enrollment report of the Prince George's County Public School system.
State Rated Capacity (SRC) is defined by the Maryland State Department of Education and is calculated based on the number of teaching stations in the school and their utilization. SRC applies to the main building and permanent additions. SRC does not include relocatable units.
At the elementary level, SRC is calculated as follows:
Regular classroom (Grades 1-5) - 25 seats
Self-contained special education classroom - 10 seats
Kindergarten classroom - 22 seats
Prekindergarten classroom - 20 seats
Zero-capacity allowances: cafeteria, gymnasium and multi-purpose rooms, computer lab,
art, vocal music, instrumental music, reading resource, science storage and preparation
rooms
At the secondary level, SRC is calculated as follows:
Regular classroom/computer classroom (Grades 6-12) - 25 seats x 85% utilization
Self-contained special education classroom - 10 seats x 100% utilization
Gymnasium (2 classrooms) - 50 seats x 85% utilization
Zero-capacity allowances: computer lab
Teaching stations used for activity rooms, dance studios, weight rooms, science labs, art,
music, technology education, family studies, and business classrooms all count as
teaching stations (25 seats x 85% utilization)
Teaching stations that can be separated by moveable walls or partitions (such as those in
some designed auditoriums) also contribute to capacity (25 seats x 85% utilization)
From the Master Plan Support Project of FY2015 report:
"The MPSP consultant team provided a key update by reviewing the current uses of every school building to validate the State Rated Capacity and to recommend a local planning capacity. Over the course of five weeks, the project team surveyed 193 schools, evaluated the current use of each, and identified room names, numbers, teacher's names, and other pertinent data. The team checked the existing conditions against the floor plans provided and corrected discrepancies. The consultant team followed the Interagency Committee on School Construction's Appendix 102A to determine the SRC of a facility."</attrdef>

<attrdef>A numerical value expressed as a percentage, comparing the total enrollment to the state-rated capacity, as modified by estimation of full-time equivalent students at each school. A value greater than 100 means that the student population exceeds the state-rated capacity at that school.
Full-time equivalent students are counted as 100 percent of students in grades kindergarten through grade five, and 50 percent of students in prekindergarten and preschool because they are half-day programs. No FTE conversion is required at secondary schools.
Figures are taken from the county public schools' facility inventory in the Educational Facilities Master Plan. They are calculated from the adjusted full-time equivalent (FTE) enrollment and state-rated capacity (SRC) data. So, the utilization % is FTE/SRC x 100%.
No value corresponds to a school being closed for renovation, holding, combined this year after renovation/new construction, charter schools, evening schools, or specialized schools.</attrdef>
